The overall objective of the Information Technology Enterprise Solutions 3 Services (ITES-3S) contract is to provide industry best practice, best value, non-personal services to enable a broad range of enterprise-level support services for Information Technology integration and service management activities to the U.S. Army, other Department of Defense (DoD) agencies, and all other Federal agencies. This includes, but not limited to, locations CONUS, OCONUS and war zone areas. The U.S. Army, Department of Defense (DoD), or any other Federal Agencies are authorized to fulfill requirements under ITES-3S.

The ITES-3S vehicle offers multiple IT solutions, including:

  • Cybersecurity services;
  • Information systems security;
  • Information assurance;
  • IT services;
  • Business process re-engineering;
  • Enterprise design;
  • Integration and consolidation;
  • Network/systems operation and maintenance;
  • Telecommunications/systems operation and maintenance;
  • IT supply chain management; and
  • IT education and training.

ITES-3S is expected to offer various task-order types, including firm-fixed-price, cost-type, and time-and-materials.

Computer Hardware Enterprise Software and Solutions (CHESS) is the Army’s designated primary source for commercial Information Technology (IT). CHESS provides a no-fee, flexible procurement strategy through which an Army user may obtain Commercial Off-the-Shelf (COTS) IT hardware, software, and services contract vehicles via the CHESS IT e-mart (https://chess.army.mil). The CHESS IT e-mart offers simple, straightforward CHESS contract vehicles for customers to request quotes or proposals. These contracts provide continuous vendor competition for best value, and consolidation of requirements to maximize cost avoidance and leverage the Army’s buying power.
